Accused pipe bomber may be released from jail

A man known as “The Bishop,” accused of mailing pipe bombs and threatening letters, could be let out of jail as he awaits trial if a lower judge’s ruling is upheld. U.S. Magistrate Judge Joel Shenkier ruled earlier this week ruled that John Tomkins could be released under a series of conditions: home confinement with electronic monitoring, using his wife as a third-party custodian, posting $750,000, and a ban on using the mail, Internet and making phone calls.
