September 4th, 2008 11:39 AM - (AP) — American Airlines has notified 469 employees — a majority of whom work at Chicago's O'Hare International Airport — that they may lose their jobs in November as the airline continues to cut back on flights.

I think it would be both.. they need fewer ground crew and flight staff if they have fewer flights.
