4:00 AM, Jan 8, 2008 - Before Ald. Howard Brookins had trouble as a tenant, he got into trouble as a landlord. Brookins, seeking the Democratic nomination for Cook County state's attorney, faced three lawsuits filed by the City of Chicago in the late 1990s arising from his ownership of properties on the South Side, records show.
