September 5th, 2008 05:00 AM - Mayor Daley's $1.6 billion plan to dismantle CHA high-rises and replace them with mixed-income communities is already five years behind schedule, in part, because of federal funding cuts. Since the housing market has crumbled, the CHA's Plan for Transformation could be stopped dead in its tracks. But not if City Hall can help it.
