4:00 AM, Nov 19, 2007 - A prominent African-American fast-food franchisee is ramping up a Chicago pizza and Italian beef operation--at the same time as he's preparing to go to federal prison. La-Van Hawkins, 47, is known in franchise restaurant circles for preaching economic development in underserved communities.
