No charges have been filed against the owner of three pit bulls that attacked a 19-year-old woman in north suburban Waukegan, ripping part of her ear off and chewing up her arms and legs. Kiara Lynn, who is at Vista Medical Center East, was attacked Thursday as she walked to a gas station. Waukegan Deputy Police Chief Dan Greathouse said the owner won't be charged until authorities interview Lynn and other witnesses. Officials said the dogs had been involved in previous biting incidents .
