Plan Commission Guidelines for the Public
The hearing is scheduled for Thursday, May 15th at 1:00pm in Room 201A. 201A is a smaller press/committee meeting room located off the hallway to Council Chambers. We believe there will be adequate signage directing members of the public to the room. 201A is a significantly smaller than Chambers. We recommend that in order to get a seat that you show up prior to 1:00pm as seats are limited.
You must sign in to testify. Signing in consists of filling out a short form supplied by the City at the hearing.
You must make sure your sign-in sheet is in the hands of the City (the representative collecting them at the hearing) and the Chair of the Plan Commission receives it prior to the beginning of the presentation for the Children's Museum. The Museum is item #3, the last on the agenda.
You must check the FOR THE PROPOSAL or AGAINST THE PROPOSAL box, if you fail to do so, they may not allow you to testify.
You must be present when your name is called to testify----that being said, if someone is available to sign in for you at 1:00pm, that can be done so long as you are present when your name is called. Testimony is heard immediately after the presentation to the Commission and after the Alderman addresses the Commission.
The City may try to limit your testimony but so long as you're not repetitive and "on point", they are required to allow you to complete your testimony. The reason why Chicago Plan Commission hearings are held is to hear and consider public testimony prior to casting a vote, otherwise the Commission would meet in a closed conference room to vote.
Testimony can consist of a speech, a presentation or questions posed to individuals who were part of CCM's presentation to the Commission. Although we do not yet have the details related to how the City will limit this "cross-examination", we have confirmation from the City that cross-examination will be allowed.
